Yeah I know. Cavalry charges in warfare are redundant. But police find good use for them in crowd control. Now, given how heavy handed the Imps are, cavalry charges with electrified pikes against rioters sounds like a good mix of scare tactics and show of force with added ceremony.

Horses migth best Kakliosaurs, you can find a cranium in ME1 from Kakliosaur, and its about double T-Rex. Horses migth be faster, reqier less food, less space, and are good transports as long as you have grass. In battle, not so effective, but policing, sure.
